Ensign Seay served with the WAVES (Women Accepted for Volunteer Emergency Service) and was attached to the Norman, Oklahoma Naval Air Station. She was educated in the Richmond City Public School system and graduated from the University of Richmond in 1933. She went on to receive her Master’s Degree from Duke University in 1940. Before enlisting in the Navy, Ensign Seay taught music in the Petersburg Public School system. She is buried in Seays Chapel United Methodist Church Cemetery, Fluvanna County, Virginia.
