Captain Blackburn served with the Fighter Squadron 92 aboard the USS Constellation CV-64. He was piloting the F-4J Phantom (155797) when it was shot down by 85 mm anti-aircraft artillery on a combat air control mission over Hai Duong, Vietnam and he was forced to bail out. He was captured by enemy forces and died in captivity. His remains were returned to the United States in November 1986.
He is buried in Fort Rosecrans National Cemetery, San Diego, California.
