Hospital Corpsman Petty Officer First Class Stoutenboro joined the Navy on January 7, 1992 and attended Recruit Training in Orlando, Florida.
Upon completion of HM “A” school in San Diego, California, she reported to Naval Hospital Portsmouth, Virginia, Naval Hospital Roosevelt Roads, Puerto Rico, and Naval Hospital Pensacola, Florida. She attended Pharmacy Technician “C” school at Naval School of Health Sciences in Portsmouth, Virginia. As a pharmacy technician, she attended Naval Branch Care Center Kings Bay, Georgia, Naval Hospital Lemoore, California and USS Ronald Reagan, San Diego, California. While assigned to Naval Hospital Lemoore, California, she graduated with her AS in Science from Excelsior College, Albany, New York in September 2003.
While stationed on board the USS Ronald Reagan, in January 2006, she was deployed on their maiden deployment to conduct naval operations in support of Global War on Terrorism. She became the first African American woman to receive her Enlisted Surface Warfare and Enlisted Air Warfare pins within her first year on board an aircraft carrier.
In January 2008, HM1 Stoutenboro reported to Naval Branch Health Clinic, Groton, Connecticut, where she served as LPO of Patient Administration Department, Assistant LPO of Human Resources and Education and Training Department, Educational Service Officer, Basic Life Support Facility Coordinator, Departmental Career Counselor for Administration Department, Treasurer of MWR and Assistant Treasurer for the First Class Association. She also graduated with her BS in Health Sciences from Trident University International, Cypress, California in February 2011.
